They have organized into a theft ring that uses former employees to plant evidence and current employees to enforce laws. Current D.O.J. employees then provide access to homes, business and autos of suspects by copying keys, stealing account information and gathering descriptions of items worth stealing that are held by fabricated suspects. Could be that Louis Freeh and now Robert Mueller and Asa Hutchinson had in their past, before being elevated to their positions, been involved in suspect theft crimes. No other description is worthy than "Organized Crime".
