Deputy City Attorney Jim Lewis advised the city council to adopt a moratorium on applications for these places until the state sets its regulations.

“We've been told by the Department of Health and Human Services that they don’t plan to have any final resolution on their regulations until December 14 at the earliest and the state law deadline is April,” Lewis said.

While dispensaries are popping up across the country. It's still not legal.
