LAS VEGAS (KSNV & MyNews3) -- This is part 4 of News 3' investigation into a program designed to curb drunk driving called 'Not Sober, Not Sorry.'
News 3 exposes the problem of some offenders showing up drunk or stoned to a state mandated victims' impact panel.
Reed Cowan show us it's clear some of these offenders are too sick to get the message this program is designed to send them.
Judgeswith and clinical experts say that is indeed the case.
That some people--once they're so entrenched in addiction -- just aren't responsive to shock programs and victims stories.
In the interim, they say--people are dying on the roads because of repeat offenders who are clinically sick with addiction.
