Sheriff names new chairman to incident review board

LAS VEGAS -- Sheriff Douglas C. Gillespie on Wednesday announced he has appointed Assistant Sheriff Joseph Lombardo to the role of chairman of the department’s Critical Incident Review Process.

Lombardo replaces the former chairman, Assistant Sheriff Ted Moody, who retired from the department on July 26, 2013 with 30 years of service to LVMPD. Moody held the position of Chairman of the CIRP from June 2012 until his retirement.

Sheriff Gillespie went on to thank the outgoing co-chairman of the Use of Force Review Board, Robert Martinez, as well as three other board members who have recently resigned their positions for their service and dedication to the board and this community.

In accepting the new appointment Assistant Sheriff Lombardo stated his first and most important task is to help our community understand the mission of the CIRP.

“The innovative concept of utilizing civilian members from our community on boards which examine use of force issues is groundbreaking for both LVMPD and the law enforcement community in general” Lombardo said. “No other police agency uses civilians from their community in the manner we use our Use of Force Board members, asking them to actually respond to the scenes of officer involved shootings.”

The CIRP consists of two separate boards; the Use of Force Review Board and the Tactical Review Board. Both of these two boards examine the applications of policy, procedure, training and tactics by department members who are involved in incidents which involve the use of deadly force, regardless of injury.

The Use of Force Review Board focuses on the actions of those department members who actually used deadly force during an incident, while the Tactical Review Board focuses on the actions of all department members who were present in any capacity at incidents involving the use of deadly force.
