LAS VEGAS (KSNV MyNews3) -- Tonight we focus on the most significant limit -- on the government's power to take a life in the name of public safety. Some question if the metropolitan police department has been over-using that power for decades.

The federal review of Metro’s use-of-force policies is complete, and the report delivers 35 new findings and 40 new recommendations, according to a report released this morning by the U.S. Department of Justice Office of Community Oriented Policing Services.

The man in charge of Metro, Sheriff Doug Gillespie sat down with News 3's Mackenzie Warren where he said he accepts this report wholeheartedly.

Metro modified policies even before this report came out. In fact half of these recommendations have already been met. One of the roadblocks Sheriff Gillespie faces is a stubborn police union.

The union has said publicly: They will refuse to participate in any public fact-finding coroners inquest -- no matter what.

News 3 asked Sheriff Gillespie how he expects to change a department's culture -- without respect to a process the community says they want.
